The Legislative Branch, as outlined in the Constitution, has unique lawmaking power. In a simplified version, legislators suggest payments which, if handed favorably by both homes and accredited by the Governor, turn out to be law. The Black Lung Benefits Act offers month-to-month cash payments and medical advantages to coal miners completely disabled from pneumoconiosis (“black lung illness”) arising from their employment in the nation’s coal mines.
